The European Union has made a comprehensive response to the APL challenges through the European Community, the Union’s Foreign and Security Policy actions, the European Parliament and the Member States of the Union.

In 1999 the Union’s contributions totalled € 103 m. In 2000 the European Community budget devoted to Mine Action amounted alone at € 30m. We are currently collecting data from the Union’s Member States concerning their contributions for the year 2000. The total figure and details of the EU’s effort will be made public in September 2001.

In March 2000, date of the first anniversary of the entering into force of the Ottawa Convention, the European Commission issued a Communication to the European Parliament and the Council as well as a draft Regulation on an ACTION AGAINST ANTI PERSONNEL LANDMINES: REINFORCING THE CONTRIBUTION OF THE EUROPEAN UNION.

In close collaboration with the Presidency of the European Union and with the unrelenting support of the European Parliament, the Commission worked with determination to change the amount and manner in which the Union’s resources should be used to support the Ottawa process.

At that time the European Commission specifically pointed to the value which a horizontal APL regulation would have.

This year we can announce with great satisfaction that the objective of a focused legal instrument underpinned by a reinforced budget line for mine action has been achieved.

This will bear significantly on the EU’s overall approach to the Anti Personnel Landmines issues.

This specific Regulation is intended bring hope and relief to mine affected populations and to the mine victims by pooling resources in a way which can trigger acceleration of the pace of assistance.

Today the Commission is not only capable of playing a more efficient role as a donor but it is prepared to support a more significant upgrading of Mine Action at the global level.

The targets set by the Ottawa Treaty represent a daunting tasks for all players. We know that funding alone will never be sufficient to reach the necessary quantum leap required to accelerate the pace of mine clearance and of victims assistance.

We therefore call on all partners to work together, to learn from lessons and re-orient our missions in view of identified shortcomings and needs.
