The Federated States of Micronesia (FSM) has not acceded to the Mine Ban
Treaty and there does not appear to have been any progress toward accession
since the treaty took effect globally. One possible reason could be that the
Federation is linked through its Compact of Free Association with the United
States, which gives full authority and responsibility to the US government for
the Federation’s security and defense matters. Since 1996, FSM has
abstained from every annual pro-mine ban UN General Assembly resolution,
including the 8 December 2003 vote on Resolution 58/53. FSM has never used,
produced or stockpiled antipersonnel
mines.[1]
